Follwoing is the related rule of OWE.
4. 1 INTERNATIONAL DEPARTURE AND 1 INTERNATIONAL ARRIVAL FROM/TO THE COUNTRY OF ORIGIN PERMITTED EXCEPT AS FOLLOWS:
ORIGIN USA 2 PERMITTED. 1 ARRIVAL-DEPARTURE MUST BE A TRANSIT WITHOUT STOPOVER.
NOTE: TRAVEL BETWEEN THE U.S./CANADA IS NOT COUNTED AS INTERNATIONAL ARRIVAL/DEPARTURE.

4. This time, instead of rating an invalid trip valid, it come up with a restriction HAVE NO RELATION TO OWE RULE!.
"The routing is invalid and cannot be ticketed since the pax enters a country in the Europe (i.e. UK) more than three times, this have no relation with the OWE rule but just a traffif restirction that this cannot be ticketed. If the pax cannot change routing, need to do separate ticket for some segments seperately (i.e. charge more)"

This is an IATA ticketing rule for normal fare.
Other than Europe, international departure/arrivals are limited to 4 times respectively. In Europe, the number is 3.
However, this rule should not be applied to special fare such as OWE.
For example, I got OWE ticket including 5 international depatures from LHR.
