Agents who book your ticket are not ticket/fare agents so their interpretations are not really valid.

They may just 'read the rules' but ultimately, the fare desk is the one who has the final word on itineries and routings.

Basically you are only allowed 2 stopovers and 4 sectors in Europe/Middle East.

You have more than that when you include ACC and CAI together.
