Why can Sabre auto-price "Normal Around the World" fares?

The following has nothing to do with the "usual" Oneworld around the world fare types. But the itinerary does involve multiple Oneworld carriers.

How come travelocity.ca / itn.net (Sabre based) can't seem to price the following itinerary:

YVR-JFK CX F
JFK-LHR BA F
LHR-HKG BA F
HKG-YVR CX F

However, Expedia.ca (Worldspan based?) is able to price this itinerary by combining the YVR-HKG CX fare via the Pacific Ocean (fare basis: FR), with the YVR-HKG BA fare via the Atlantic Ocean (fare basis: F).

For those familiar with fare calculation formats, that would be (R=fare in CAD):

YVR CX JFK BA(AT) LON CX HKG R4560.00 F CX(PA) YVR R9813.00 FR CAD 14373.00 (not including Q surcharges) END.
