The latest published BA version of the rules (thanks to ScottC) say:
"Within USA/Canada only one non-stop or single plane service transcontinental flight permitted.
A transcontinental flight is defined as travel between a city in column A and a city in column B.

So in this case JFK-LAX and JFK-YVR are both transcons. Occasionally the rules don't keep up with new routings so you can do transcons which are transcons as far as OWE is concerned.
