They are both OneWorld products. The main distinction being that he Global Explorer is based on miles limits and the OneWorld Explorer is based on sectors. There are also some other specific differences which you can see by comparing them side-by-side - one major one is that the Global Explorer includes Qantas affiliates that allows you to get around the Pacific Islands much better than the OWE.

There is no specific limit on miles on the OWE - there ahve been many discussions here in the past as to how to get maximum miles from it. Over 100,000 is possible with a six continents version.
