I thought the answer is "always" if you fly with them, but so far I've been turned down 2 out of 3 tries, saying club usage for for International travelers or President Club members.
Was turned down in SFO & DEN, successful in SAN.

Always been this way with UA/CO/US in domestic travel for CO/UA/US *G. Just shows how bad US carriers are in undercutting people IMO, but many people are happy because they say that the lounges would be crowded if they did allow them in. I don't believe it's true though.
