It's the entire point of the intl. UG program. UA sells C (and F) on intl., and a lot of it. In order to differentiate the coach from the premium products, it's not given away and it's expensive to obtain (purchased directly or UG).
As you will find, the premium cabins will because there are plenty of people willing to pay. In order to fill in the holes, UG will sell the UG's.
This is a 180 from UA's domestic F product which is largely given away (UDU). That is also why UA's domestic F product is as poor as it is. Wish they would shift to the intl. model and provide a better product.
