That's something like "Sell Outside, Ticket Outside" (Outside the country where travel begins.) You used to be able to buy and ticket in Canada a trip starting elsewhere. IMO since there's no advance purchace reqmt outside NA that's not a great inconvenience, although there's a comfort level in having the tix in hand before starting out, rather than having to show up in say AKL and hoping all will go well in the transaction.
