I don't know for sure, but I think it is about whether a company itself is OW partner or not. New Flybe setup is not. This game is all about feeding AY, AY plus and protecting from LoCo expansion.

TLL-TMP lived around 2 months last summer and AFAIK less than 300 passengers per month. TKU was probably better, but 2xD is also a mystery.
