EDIT: this is the first time this happened to me, so something with US immigration laws may have changed? I don't recall having to provide this information on my last CX flight to the US back in January.
9 times out of 10, I don't have to fill that out. But I do recall a month or so back on a round-trip to SFO for some reason it made me fill it out. So I just made up a bunch of BS and never had any problems. I did another round trip last week to the US, and it was back to the usual not needing to fill that section out.
