I haven't tried to get access when not flying BA, but that lounge is designated by BA as a Terraces lounge (one of about 30 worldwide, out of 300 lounges) and Terraces offers Oneworld access so by the rules you can indeed enter even if it is being operated for Asiana (it doesn't become a contracted lounge). I'll have to remember that for late-night SFO lounge-hopping. That is the best lounge at SFO (possible exception of Virgin).
