First question is "define crazy", i.e. what kind of fares are you seeing, and what would you realistically hope to pay?

What days are you looking at?

Have you priced YYZ-ATL-YYZ and ATL-NYC-ATL as two separate tickets? Your interinary would be YYZ-ATL-NYC-ATL-YYZ but it could be cheaper.

Have you priced YYZ-ATL-YYZ and YYZ-NYC-YYZ as two separate tickets? Your itinerary would be YYZ-ATL-YYZ-NYC-YYZ but it could be cheaper (but less likely to be because you'd need Saturday nights in both ATL and NYC, whereas in the first example one Saturday serves both tickets). Although if you've got time, you could do Toronto-NewYork-Toronto on Amtrak.

Or YYZ-ATL-NYC and then the train one-way to Toronto, if one carrier (Delta, say) serves both routes.
