Because, as we all know, there has never been a legitimate case of someone losing their wallet/identification in the history of mankind. Or if it has, the right think to do is make that person sleep in the streets/lobby because we know how easy it is for someone to know every single thing about you (address, birthdate, SPG security code, most recent awards stay, etc., etc) that could be used "to identify that you are indeed who you say you are".
