When we flew Finnair recently ex HKG, check-in was giving passes to Dragonair's business class lounge. So it seems that Finnair has a deal with Dragonair on the ground at HKG for lounge and services.

Sorry I can't give you a Dragonair lounge report, as we opted to use our OW status to enter QF/BA First lounge instead.
