Should I ever expatriate, I have three criteria: developed country (I don't want to live in a South African-style "security village"), I speak the language (English or Spanish), and no national Internet filtering (so Australia's out).
That gets us down to Canada, UK, Ireland, and Spain. IIRC, I'd have to go through a work permit process for any of these areas.
My "get out now" criteria, aside from internal passports, are national Internet filtering, being forced to swear loyalty to my country, and being conscripted into the armed forces or some other sort of work to which I conscientiously object. I've never taken an oath of citizenship, since I'm a natural-born US citizen.
I really, really, really hope I never have to do this, though. C'mon, USA--you're better than a paranoid police state.

I personally think that Germany and France with their national identity cards are freer societies than the US.
