I seem to recall from other threads that this occasionally happens at MCO for an international arrival. They don't have a good way to physically segregate the deplaning international passengers from the sterile area. So there are two choices: 1) force all international arrivals to go through a TSA screening in order to walk through the sterile area to get to the airport exit or 2) segregate the international arrivals, herd them onto a specific train/trains, and everyone who happens to be on that train is forced (using temporary barriers) to exit the sterile area.
Some US airports do #1, and there are threads about the topic. I'm guessing since MCO is almost exclusively a destination airport (not a hub) they get the least angry customers when they do #2. The last thing they want to do in MCO is force all the kids through another screening before they can see Mickey...
