I last rode Greyhound a month or two ago. One station required ID and sent me on my way. (The ID requirement may have been because I paid with AmEx. Note that Visa/MC regulations state you do not have to present ID as a condition of purchase, but many merchants ignore this.) On the return leg, not only did they require ID, they also had uniformed rent-a-cops searching carry-ons and wanding or patting down passengers. No glove changes until I asked them to do so. The male rent-a-cop who rifled through my carry-on was very polite, and volunteered that they have to perform these searches because of "government regulations," and that they are "random." I suspect both claims are false, and are the result of misunderstandings or an attempt to redirect my displeasure.
After we had been underway for about an hour, we stopped at a small fast food place near the freeway, where we were boarded by a Border Police officer. He asked everyone where they were born and looked at foreigners' passports. I did not see him look at any Americans' IDs, but he might have done so. I could not see his every interaction through the length of the coach. We were not near a border crossing, but I understand the area has both illegal immigrants and human trafficking, so I guess there's some justification for BP screening.
So, even if the government is not conducting movement control in privately-owned bus depots, the bus lines are play-acting at TSA, and federal LEOs can board buses to question passengers and check IDs. I'll let the RFID conspiracists decide whether or not that changes things.
