It just may be that at the moment they have enough ground staff.

Sometimes it's the same for cabin crew although at the moment BA are recruiting a lot of cabin crew for the new Mixed Fleet. Pilot recruitment only started two weeks ago and prior to that we hadn't recruited pilots for a very long time.

Your cousin just needs to keep an eye on the site and from time to time recruitment for ground staff will appear.
