At least in some regards, the weight concept has allowed "unlimited" pieces, as long as the pieces checked didn't in total weigh more than the total free checked bag weight allowance. So if you have a 23kg "weight concept", it has been that you could check in 10 pieces weighing 2.3kgs each.
