1. Yes. ANY Oneworld airline can reissue it.
CX just needs to know that you have one long haul segment on them.

2. They may prefer you to be there in person or at least drop off the ticket in person and to collect it later.

3. There will the usual reissue fee plus any additional Q surcharge security fees which AA has not collected on behalf of CX.
