It limits the claim to the amount put on the card. If the dealer accepts $5,000 that's the maximum chargeback. This gives the consumer some leverage if the car is unsatisfactory, but it doesn't allow the car to be returned without satisfying the requirements of the state's "lemon law" (or other relevant statute.)
