So what does this really mean?

Can I still buy a ticket originating in New Zealand using the NZ$ fare converted to C$, if I buy it from a Canadian TA? Why wouldn't the AA RTW desk still be able to book the trip? Given the Sabre record locator, a Canadian TA (or even AA in Canada) should be able to issue the ticket.

Or do I have this all wrong?
