Question Russian Immigrating to US

Hello Everyone,

My Mother in Law (Russian Citizen) will be flying to the US with my wife and I in October with an Immigrant Visa. We will be flying from Bishkek through SVO on to LAX. My question is in regards to the transit desk at SVO. Does my Mother in Law need a permission stamp of sorts from Russia allowing her to move to the US? When my wife was a citizen of Kyrgyzstan, she needed permission from the passport control authority in Bishkek before anyone at the airport would let her fly. I am worried that once we begin our journey to LAX, my Mother in Law will get held up for not having such a stamp. I thank you for your assistance with this.
