OWE had a special rule for Australia, allowing 2 departures, in order to allow visit to New Guinea which required transit through Australia to get anywhere else. I think this special rule also pertained to Noumea and some other islands only served from Australia (it does not pertain to DPS, for example). You have to check with the airline issuing the RTW ticket for their current rules.
