I believe that Sydney-Noumea-Sydney breaks this rule: ONLY O N E INTERNATIONAL DEPARTURE AND ONE INTERNATIONAL ARRIVAL FROM/TO THE COUNTRY OF ORIGIN IS PERMITTED
