Are you flying in from the US?

The 3-hour tarmac rule doesn't apply in Canada. Can't remember how far its applicability goes, but either doesn't cover international flights (yes, flights to Canada are international), or international carriers - one of these two. So even if you were on US soil, the answer would still be there is no 3 hour rule.
