Think what I'd do is this:
1) Call THAI Los Angeles reservations to see if they can give you any guidance. If they give a definitive "No" to keeping you on the Piece Concept on the THAI flight, be prepared to pay for excess baggage. But still attempt #2 below.
2) Have any tickets/boarding passes/itineraries that include the NH flights available when you check in at PEK and ask if you remain on the piece concept based on your total itinerary?
3) If you have any THAI or other Star Alliance status, be sure to mention/flash that card at the same time that you're inquiring on items 1 & 2 above.
Don't be surprised if you don't get a definitive answer prior to checking in for the flight in PEK.

(a) For passengers whose ultimate ticketed origin or destination is a U.S. point, the baggage provisions selected at the beginning of the itinerary shall apply throughout the itinerary, regardless of stopovers, and
(b) in the case of code-share flights that include a point in the United States, the Most Significant Carrier (MSC) shall be the Marketing Carrier.
