i would say it depends...
e.g. if your last segment is with CX, they will usually let you make the booking.
but if your locator is with AA, you will need to make the reservation with them when the dates are finalized. there is a lucky draw of which agent you get.

i would say the risk with CX (as the last segment) is low. i usually call up MPO to make the reservation when there is change, and tell them i already have a ticket, (tellt hem the ticket number and booking class, too). then i just have to show up at the airport.
with AA, there had been a lot more problems.
(even though my itin is perfectly within the fare rule)
