Although there are procedures/protocol for op-ups, there are also times when people don't follow it because it's more convenient for them.
Also, MPC green doesn't necessarily means they have lower op-up priority than MPC SL. Isn't CX management staff on travel duty, CX staff on duty nominees , other airline staff nominees, and CX staff on personal travel all got higher op-up priority and most like they will be MPC Gr given they only travel on discounted tickets
