Update: Called back and got a different agent; when I mentioned that 2 of the passengers were small children, he put me on hold and came back to say that his supervisor has approved a one-time exception to book the tickets together. After taking all of the booking info, he had to go back to the supervisor to approve again.

Clearly this is an issue that they get often, and handling varies depending on the agent.
