It's apparently from a program called Network Magic. The consensus based on my Google search is that this is a useless program liable to cause more trouble than it solves, and the built-in Windows networking management is better. Solution: uninstall Network Magic.
Thanks. Now to figure out how to uninstall it, because even after several reboots, it's still hogging 50% of my resources
I'd love to know which program update installed it.
