It depends. After 8PM, traffic is generally better. You didn't specific which RC. If it is the RC at Megakuningan, about 20 to 30 mins. If RC at Pacific Place, then 30 - 40 mins. In case of accident / raining, about double the time. In case there is flooding, then better just eat at the hotel because you will get stuck for hours if you venture out. Flooding is common in Jakarta, 30mins to an hour of heavy rain will start to bring in the onset of flooding.

By the way, if you really want to relax and enjoy, it's much better just to hop over to Bali. You have gorgeous pools / beaches at most resorts, fresh air, sunshine and seaside views. In Jakarta, there is only polluted air and traffic jam. People only come here for business. Just a suggestion. Anyway, Good Luck and enjoy your trip!
