They can probably charge you whatever you want, and ask for payment in whatever form they want it in unless the airline prevents them from doing so, which I don't think many do.

Maybe you can go direct to the airline, but they probably won't be able to change it for you and will refer you back to the travel agent.

If you won't pay, they won't make the change.
