My understanding is it is refundable only before the first departure date. (7 day limit in NA?) In any case AFTER the first departure, they calculate the fare of the segements flown etc. to calculate refund. This usually works out to be more than the fare for a single segment "non-refundable" may have something to do with being able to enforce this. All my RTW tickets do have non-refundable on them.
