For someone who keeps Kosher, there's ALWAYS a basis to ask that question. Doesn't help answer it. Not sure why you say the non-Chabad population. Usually, Chabad has stricter standards. Toronto has a massive, Modern Orthodox population
I say non-Chabad because the kosher establishments are existing through Chabad efforts, while the owners are a different story......
But then again, kashrut is a diverse category.
