As surprising as it may seem, I believe that the 12 GBP fuel surcharge is associated with the TATL segment; the higher fuel surcharge is associated with the shorter, LHR-DUB segment!
I would never have expected the fuel surcharges to apply in that order, but crikey!, you're absolutely right
