there are two kinds of "buy-up"... before OLCI and at OLCI. I believe the buy-up before OLCI (only $, not miles) does give a first class fare and the corresponding mileage bonuses. The buy-up at OLCI or an upgrade with miles is essentially just an upgrade and does not yield a true first class fare or the additional miles.
