Let's see.
  1. Program is initiated without thorough scientific testing.
  2. Program is initiated without risk assessment.
  3. There was no cost-benefit analysis.
  4. It may involve racial profiling.
  5. Mr. Pistole is stonewalling Congress (apparently).

Should be nationwide by January if history can be a guide.
