While the bulkheads on those planes have a perfectly acceptable amount of leg room, I think they're a bit more cramped than the rest of the seats in BE. If I were you, I would stick with row 2.
Agreed. I can tell the difference between row 1 and the others, but row 1 is significantly less restricted on the 75E than it is in any standard domestic F cabin.

I would pick row 2 or 3. You're more likely to get your meal choice no matter what they do for FEBO. The only row to really avoid is row 4. Less recline, and the last to get served drinks/meals. Feels lonely back there sometimes.
Having been a frequent guest of row 4, I haven't noticed a difference in the recline. I believe that the seat is situated far enough in front of the wall behind it to have recline equal to rows 1-3. If recline
is limited, it's not by much.
