OW Explorer ex-Canada means that you commence your travels ANYWHERE in Canada where there is OW service, does not have to be a "OW Hub". There is no connection included in the fare if you're departing from a Canadian city without ANY OW service. As well, you may not fly in or out of any city in the world that OW (or it's subsidiaries) does not service.

So if Edmonton is only serviced by AA (?), then your first and last segment will have to be on AA. If you like to depart from Kingston, Ontario, you'll have to make your way to Toronto, Ottawa, or Montreal yourself.
