It is not just AC that does this.
Actually AC does not do that AFAIK. They sell SITI and SOTO at the same price apart from the regular IATA exchange AFAIK.
In the case of this thread we are merely talking differences in non-AC fees and surcharges.
OTOH, a number of years back I once managed to buy a ticket on LH.com which was SITI only even though specifying a Canadian address. I only managed to get them to issue me the ticket while going through FRa on a previous trip.
