Why are there no Priority Luggage handling within Europe?

Having recently travelled within Europe on OneWorld carriers, there have been inconsistent 'rules' pertaining to Priority Luggage handling.

Once while travelling economy from Paris to London, the check-in agent said that no Priority luggage is handled unless I am a BA Exec Club GOLD AND travelling Business Class. Then on another BA flight while travelling in Business and holding an Emerald card from CP, the check-in agent said that no priority handling at all within Europe. Iberia seemed to follow the same 'rules' .

The only exception is Cathay Pacific between European points. Their luggage is still accorded either Business or First luggage handling depending on your 1w status.

Anyone have comments on this?
