The only way to limit some of the hit is to go to a HLE.
Airport locations are captive markets. Hertz doesn't impose the taxes - municipal taxing authorities (city, county, state) do.
This issue has been discussed many times over. Local authorities use car rental taxes and fees as a way to finance airport operations/upgrades and/or sports stadiums.
Just because you are a local won't exempt you at an airport. You need to go to a non-airport location.
