I see theoretical availability on charts, but not in hand. I hope we can unravel the mystery and determine which airline's restricting the use of AAdvantage Miles on El Al.

Quite right. This is part of the question - whose policy is it? Interestingly, ElAl's frequent flyer programme seems to indicate that award tickets are available on AA in First:
