If they move and file a change of address form with the USPS, will the post office forward a packet from the passport office, or are they marked 'do not forward'?
What did State Dept (passport office) say when your friend called them?
Remember, things change overnight. USPS could have forwarded to someone on FT yesterday and today State got in a batch of envelopes marked, "do not forward." Best to get this sorted out directly.
