Does anyone know if ElAl F awards are still not available using AAdvantage miles?

The aa website gives no indication that F awards are not available on El Al http://www.aa.com/i18n/AAdvantage/ea...lines/elAl.jsp

Would really love to know the reason behind this and why AA does not publish this.
