My not-quite-sensible friend just applied for their first US Passport, but they need to move across the country before the expected 2 week delivery date. They are a newly naturalized citizen, so the passport office will be sending back their passport and their naturalization certificate.

If they move and file a change of address form with the USPS, will the post office forward a packet from the passport office, or are they marked 'do not forward'?
