I think it is perfectly reasonable that the hotel would enforce certain capacity controls on a complimentary night. Availability for a complimentary night is very different from availability for a paid night.
If you call back within 90 days of your desired date, I would expect FS to make every reasonable effort to accommodate you if they have availability.
It is but there needs to be commentary to that effect with the certificate, commentary that was known before bidding. I would suggest calling the hotel again and asking to speak to a manager.
