I knew a few of those types but they didn't all get far in life!
Fact is people will pay extra for this kind of seat so they charge. This is the market we have to venerate.
It is a bit odd though for there to be a fee to use a facility that is only in existence because of the possibility of an emergency. The OP has a point.
