I think it is perfectly reasonable that the hotel would enforce certain capacity controls on a complimentary night. Availability for a complimentary night is very different from availability for a paid night.

If you call back within 90 days of your desired date, I would expect FS to make every reasonable effort to accommodate you if they have availability.
